Marcos Soler

Marcos Soler is the executive director of the Center for Ethics and the Rule of Law (CERL). Marcos previously served as the deputy secretary for public safety for New York State Governor Kathy Hochul. He administered a $10 billion budget and oversaw 15 agencies and boards. Prior to his state work, Marcos worked at NYC City Hall as the director of the Mayor's Office of Criminal Justice. He advised Mayor Bill de Blasio on criminal justice strategy. He was also a policy executive and a deputy federal monitor. Marcos is an adjunct professor at City University of New York, teaching graduate and undergraduate courses in politics, public administration, and criminal justice. He holds a Ph.D. in politics and M.S. in policy from The New School (NYC). He is the recipient of the Hannah Arendt dissertation award. He holds graduate degrees in law and philosophy from various E.U. universities. In Spain, he was a doctoral fellow in legal theory at the Valencia Law School and a research fellow in constitutional law at the National Center for Constitutional Studies.
